At the same time of the Naboo blockade, Jedi Master Siphonius contacted the clonemaker without telling the Council, as instructed by Magister Damask. The Kaminoans charged a hefty fee for cloning. Syphodias promises that Damask Holdings will pay for it. The Republic's coffers are not available. Insisting on having the Jedi as their clone manufacturing orderer, Playgus instructs Sidious to take care of Siphodias. Sidious has his new Sith candidate, Dooku, take care of Siphodias.
He does not want the Jedi Council and the Senate to know about the clone army before the CIS is ready. It is important that the Jedi discover the clone army once it is complete. Dooku understands this, and if he wants the Kaminoans to continue to pay his fee, he will demand the condition that they never contact the Jedi until the army is complete. And, erase the data about the Kaminoans in the Jedi archives. Then hire Jangoffet on the moon of Bokuden as Tyranus and send him to the Kamino.
As a matter of fact, Jangoffet knows that Tyranus is a Dooku, which means he knows somehow that Dooku is involved in both sides of the military. That is, he knows somehow that Dooku is involved in the armaments of both sides. So, falling into the hands of the Jedi and being interrogated would be a hindrance to Sidious' plans. However, Django does not know that Sidious is behind Dooku's scheme. However, it could be deduced by Yoda and others that the Clone Army was paid by Damask Holdings and Dooku, and for some reason did not want the Jedi to know.
The catalyst for this happens to be the attempted assassination of Senator Amidala. At the behest of the ringleader, Viceroy Gunray, Dooku hired Django for this as well. Upon investigating this, Obi-Wan learned of the existence of the clone army that had been completed. If Dooku had not hired Django, the existence of the clone army would not have been revealed. In that case, Tyranus would have had the Council inform the Kaminoans that the clone army was complete, as soon as the CIS was armed.
Dooku, not expecting Obi Wan's appearance on Geonosis, consulted Sidious. Sidious is not angry that he hired Django for the assassination attempt on Amidala, but says it was a natural progression. It's a good thing there is no evidence of Palpatine's involvement in the process of bringing the clone army to the surface. Then he has Sidious' presence in the Senate confide in Obi-Wan.
At worst, the fact that Sidious and Tyranus were both manipulating him may have been revealed. (Elucidated up close in the anime, not the novel.)
However, Palpatine explained that the Jedi were Sidious-Jedi at the point where they realized it was Sidious-Palpatine and tried to kill him, so it was manipulated by both the Jedi beside the Chancellor and former Jedi Dooku, who was manipulating both.
