In the waning days of the Clone Wars, many senators argued that Greebus should be captured quickly to ensure victory for the Republican army and an end to the war. Although implicit in the early days of the war, the Senate was a typical parliament that was not equipped to make decisions quickly.
So some senators would temporarily relinquish their authority until the crisis dissipated.
These senators fall into two main categories.
One is the pattern of taking stock of the current situation within the Republican government and handing authority to the Speaker of the House of Representatives of their own volition.
The other is the pattern of reluctantly handing authority to the Speaker on the advice of the Jedi.
Both of these measures were necessary for the centralization of the Republican government. It seems that it was easier to reserve personal beliefs in the unsettled circumstances brought about by the war and approve a bill that would give greater powers to the Speaker and the military commissions. In fact, the Constitution was amended at breakneck speed, and the Speaker reluctantly gained a lot of power in a short period of time. In extreme cases, the legislators allowed themselves to be formed into a dictatorship.
Of course, they expected a certain amount of power to be returned to them at the end of the crisis. However, after witnessing a thousand years of corrupt democracies, the people and some Jedi will ask themselves if the lifting of centralization is the right thing to do. This was the real aim of Sidious. He wanted to become a legitimate dictator with a victorious end to the war.
Also, some senators, seeing the chancellor drowning in power, become anxious about whether the centralization will really be lifted when the crisis dissipates. If things go according to Sidious' plan, the Senate will be completely dysfunctional with no authority.
The Chancellor, who for the first time declares through the Jedi that the crisis is over, puts on the agenda a petition stating that the time has come for the Senate to relinquish some of the emergency powers granted to him by the Senate in order to prevent him from taking all the power. The senators on the agenda may have been advised by the Jedi who, after the death of the Count, made the arrest of Greebus a top priority.
However, the Chancellor makes this petition a list of traitors. He declared that to deprive the Speaker himself of his powers before the clear disappearance of the crisis would destroy centralization and miss the chance of a certain victory.
If the petition had passed through Congress and been enforced, the Speaker would have withdrawn Grievous from Utapau as Sidious, prolonging the war even further. But that was not necessary. The number of people on the list of traitors would not be enforced because the number of people on the list of traitors did not exceed the number of people who had personally handed over authority to the Speaker, and therefore would not be enforced.
