皇帝の死後、独裁体制は一夜で崩壊します。大混乱の最中、モンモスマは新共和国政府の樹立を宣言。力に空白による危険を警戒していた。 帝国に代わる政府を迅速に構築するには、どうしても帝国の資源が必要です。帝国の解体プロセスに着手。 これは大量の工作員を潜入させるチャンスです。帝国のプロパガンダは死んでいなかった。 安全保障ではなく国家運営に関する帝国の資源を新共和国は一挙に獲得、モンモスマは民主主義の復活を銀河に約束します。つまり帝国の残党に丸裸にされている。大量の工作員からの報告はスローンの元に集約していた。 敗北した帝国はばらばらに見えて、実は裏でスローンが統制しているのです。 スローンは公に出ず、第二の皇帝は不在です。モンモスマたちを欺けた。 中央集権を否定した新しい帝国の構築に、スローンは秘密裏に着手します。 スローンは体制崩壊を利用した削ぎ落としを行い、肥大化した帝国を軽量化。 国家運営は極力、新共和国に負担させ、先進的な安全保障に特化した帝国を構築します。 だから意図的に国家運営の資源を新共和国に与えたのです。安全保障が欠落した民主国家を再建させ、有事に弱くします。モンモスマは中央集権の原理を嫌っていたので、好都合。  つまり体制崩壊した帝国による、新しい帝国の構築と新共和国政府の樹立は、同時一体。 どちらも元帝国です。 国家運営より安全保障の方が優位性が高い、安全保障の欠落した国家は弱い。 スローンは準備が整うまで、破壊しません。復讐しない。 新共和国を丸裸に生かし続けて、さらに分析するのです。 モンモスマたちはまさか長年、裏でスローンに把握されているとは思いもしていない。 二度と帝国の独裁体制は復活しない、安全保障の脅威はないと思い込む。 スローンはどういった一度の攻撃で、新共和国を容易に崩壊させられるか、分析を基に考えます。攻撃後のシナリオも立案できます。 新共和国に帝国の国家運営の資源を使わせたので、考えやすかった。
