○ Miscalculations in the Clone Wars Project
The Emperor had ordered Moff Tarkin to clean up the aftermath of the Clone Wars.
Tarkin uses his men. Next to Lampard is Doctor Hemlock. It's not Lampard's replacement, but it's someone who can help with the post-war process.
Aging clones throughout the galaxy, clones dissatisfied with the Emperor's remarks, rebels active in the Outer Rim, and a backlash following the enactment of the Defense Conscription Bill.
We will discuss these at the summit. Let Doctor Hemlock speak.
But Tarkin will not speak. He ostensibly doesn't get involved.
This summit should perhaps examine the Clone Wars miscalculation.
He produced too many clone soldiers.
The mechanics of the Clone Wars, in which the Republic and the Separatists fought fierce battles, created a theoretically unlimited production of weapons, clones, and droids.
No matter how much one gains power, the other gains power as well. Therefore, neither side gains an advantage, and the war continues. The more desperately you fight, the longer you fall into a quagmire. It was virtually impossible to end the war.
The result will be a strong arms industry and military.
The Emperor is praised for ending the war by liquidating the Jedi. The emperor did not disband his military after the war and maintained the wartime regime.
However, the purchase and production of clone soldiers will end. Instead, the Emperor launches the Stormtrooper Project and moves to conscription.

Cleaning up the aftermath of the Clone Wars is the Empire's agenda. It is the duty of the destroyer.
The Emperor and Tarkin have their subordinates compete at the summit to see who can break the deadlock. The Emperor is intrigued as to what Doctor Hemlock is up to. Tarkin wants to take credit for Hemlek.
My personal guess is that Hemlock is also researching chemical weapons that are only effective against clones. It's supposed to stop the aging of clones, but it's actually a chemical weapon that accelerates the aging of clones.
*In Clone Wars Season 6, all clone troopers will be vaccinated. This also probably involved Hemlock, who was in the chemistry department.
