Thrawn is the originator of the First Order plan.
After the emperor's death, the empire was defeated and a power vacuum was created.
It is rumored that Thrawn will become Emperor, but Thrawn refuses.
The Empire signed an armistice with the New Republic, resulting in significant disarmament.
Empires are dismantled and the ability to wage war is curtailed.
The Moffs and Grand Admirals of the Empire, including Thrawn, are made aware of the fact that they are dependent on the Emperor because he has given tremendous power to him alone. Gone are the days when Japan was ruled by a strong dictatorial state with more national power than necessary in anticipation of any military threat.
In reality, the empire was exhausted from maintaining its system. By failing to deal with the threat of insurgents early on, the threat level gradually increases and becomes difficult to deal with.
The centralized system established during the war was plagued by sporadic insurgents. Maintaining a wartime posture leads to fatigue, and inefficient mechanisms are exposed as major weaknesses. This is why the New Republic was ordered to disarmament.
Thrawn knew that whether he installed a second Emperor or succeeded as Emperor himself, it would be difficult to revive the Empire unless the Empire's fundamental problems were overcome.
In other words, he plans to reduce the cost of maintaining the system without depending on the emperor alone. He aims for a system that uses the galaxy's resources efficiently and does not waste huge amounts of money.
Even before the Emperor's death, Thrawn had been sounding the alarm. The imperial dictatorship system is unreasonable. It calls for an end to the excessive wartime regime and a power structure that is not dependent on the emperor.
In the end, he was opposed because decentralization would be a hindrance to maintaining the system.
However, it becomes the backbone of the later First Order plan. The fact was correct.
The power vacuum created by the Emperor's death is the perfect opportunity to implement this Thrawn idea. That's why Thrawn refused to become Emperor.
We appeal to the remaining parties that continuing the wartime system was inappropriate, that it was too much in anticipation of an abnormal crisis situation, and that it enriched the arms industry too much.
He decentralizes the power of the emperor among multiple staff members, avoids excessive concentration, and rejects the central system. It not only better deals with threats such as decentralized insurgents, but also reduces costs and risks. This will alleviate fatigue and maintain a flexible system.
The advanced and experimental rebuilding of the Empire was carried out in secret and without the knowledge of the New Republic. The reduced costs associated with decentralized governance and efficiency were very useful in fooling the New Republic into signing a truce.
The First Order is not defined as a nation, but as a military organization.
Rather than being directly involved in the management of nations across the galaxy (leaving the New Republic to do it), they effectively control only the vital points and manage order at a low cost. Exactly what Sloan had dreamed of had come true.
However, it seems that Snoke's appearance was not what Thrawn expected.
The Sith Eternal watched Thrawn closely. Sith Eternals take over Thrawn's plans.
