⚪︎Tarkin makes Hemlock and Krennic compete
Tarkin's two subordinates compete for the Empire's budget. In other words, which of the two will succeed, Project Necromancer or Project Stardust? Both are top-secret plans of the Empire that require a lot of money.
Tarkin is willing to keep the results for himself if either one of them succeeds, or even if both succeed.
Unlike Krennic, Hemlock keeps the Necromancer Plan a secret from Tarkin. Since he is investing a lot of money, he should have explained it to him. Although Hemlock explained it to the Emperor.
He was probably wary of Tarkin stealing the results of Project Necromancer. (Krennic was honest with Tarkin)
Omega's escape of the Zillian Beasts is reported to Coruscant. The Emperor's anger is likely extraordinary. He has Tarkin recover the funds and erase all traces of Project Necromancer.
Tarkin puts all the blame on Hemlock, who was killed in battle. Now it's time to clean up.
The Thantis incident prompted a further budget increase for Project Stardust. Krennic will be satisfied.
⚪︎Lampard learns the truth
Hemlock and Narase know the full extent of the plan. "The Emperor's ambition is impossible." "Then we'll make it possible." Tarkin and Emery don't know. Lampard hears from Narase, but dies in an explosion soon after.
It's a top-secret plan. As with Project Stardust, there seems to have been dissatisfaction within the Empire over the investment that could not be explained.
Since it failed, it needs to be wiped out. Ironically, the research results were lost along with Narase.
If Lampard had not pursued Narase, the Empire would have been able to obtain the research results. Tarkin is very regretful. The Empire's investment was wasted.
If Lampard had survived, the research results would not have been lost and he would have returned to his position as an Imperial officer.
This is not good news for Tarkin, because he had suggested to the Emperor that he betray Lampard in the first place.
⚪︎Training operatives
Hemlock also tries to brainwash the hunters into operatives. He used the surviving clones as test subjects. "They are property of the Empire, there is no need to ask permission."
The commander of the operatives is Hemlock. The operatives are not part of the Imperial chain of command, so their true nature is unknown even within the Empire. However, Hemlock probably explained it to the Emperor. He didn't want to tell Tarkin, but that made Tarkin suspicious.
⚪︎The Emperor gave him the Imperator-class Unit 01
After collecting the remaining funds, Tarkin will bomb Thantis with the Imperator-class.
It is the latest destroyer. It is more advanced than the Venator-class and has destructive power.
The Emperor probably gave the Unit 01 to Tarkin. Tarkin will bomb Thantis as a test shot. The Emperor will watch from Coruscant. "Finish it as soon as you're ready."
It should be more destructive than the attack on Tipoca City on Kamino.
The Necromancer plan will be buried in the dark. Naturally, the incident on Thantis will not be made public. The Empire will do everything in their power to bury it. If this information were to be leaked, it would become a major problem. Conveniently, there are no residents on Thantis. It has been designed so that its coordinates cannot be known.
Addendum: An older Hunter and an adult Omega appear.
There were rumors that Rex participated in the Battle of Endor, but he is the same age as this older Hunter.
The surviving clones also support the cause of the Rebel Alliance. The clone network will also be beneficial to the Rebels.
