Supreme Leader Snoke: Distributing authority among the staff
In the First Order plan, the existence of a dictator is not essential.
Unlike the time of the Empire, power is not concentrated in one person, but distributed among the staff. This reduces risk, provides flexibility, and brings about a correct decision-making mechanism.
However, the Sith Eternal places the dictator Snoke at the center. The main reason is that

Snoke does not forcefully intervene in everything, but lets the staff members do things independently.
The decentralization of authority is the strength of the First Order. The important thing is to ensure that the staff members have equal and balanced authority.
Maintaining balance is managing the system. Make them think fairly, without giving anyone an advantage.
Former emperors were adept at pitting opponents against each other in fierce competition, maximizing the benefits from it. They were afraid that the opponents would conspire and turn against each other.
Snoke also uses the dyad, confronting Ben Solo and Rey.
Snoke applied the principle of conspiracy to create a system that would get more than just two people to cooperate, and realized the next generation of the empire.
The emperor created the Moffs, but they were essentially a group of yes-men.
They were always watching the mood of the emperor, who had absolute power.
The emperor had no intention of giving up his power, so he didn't want his advisors to take the initiative.
But in reality, it is better to have multiple people think from all angles than to have one person devise a strategy. They are not wrong, and they are flexible.
And Snoke can give top-down orders on what the advisors decide.
Avoid relying on a single dictator.
The title of Emperor will not be used, but he will be the supreme leader.
