Snoke is not obsessed with the position of Emperor
The Sith Eternal created Snoke to carry out the First Order Plan.
He is a failed product that emerged in the process of restoring the Emperor. The First Order, which was started by Thrawn, denied the existence of a dictator, but by installing Snoke, they overcame this flaw.
(The First Order is not a nation, but a military organization.)
Therefore, Snoke is not made aware that he is a dictator. He is made aware that he is just one piece of the puzzle. He makes him despise the Emperor who gained abnormal power through the war.
The Emperor, who reigned at the center of abnormal concentration of power, was exhausted and struggled with factional disputes and power struggles. He was distracted by running the country, that is, politics and maintaining the system, and there was a high risk of making strategic mistakes.
So Snoke does not desire an abnormal level of power. He despises an excessively centralized system as foolish and dangerous, and will create an advanced next-generation empire.
The staff around him were astonished at Snoke's attitude of not making himself the second Emperor. He intentionally gives authority to his staff and disperses it. This means that he is freed from power struggles and factional strife, and he takes a passive stance in running the country.
He will no longer deploy large-scale warfare, which was mainstream in the Empire.
He will flexibly decentralize the chain of command and make advanced, low-cost operations sporadic.
Because it is low cost, the hurdle for military action is significantly lowered, making it agile and maneuverable. He will be more nimble than in the Empire. He will bring about an efficient military strategy and use limited forces and resources as wisely as possible.
This will not violate the peace agreement and disarmament with the New Republic. This would have been impossible in the Empire, which exploited the galaxy's resources without limit.
Freed from factional strife and power struggles, Snoke now has more time and resources to spare, and he devotes them to training his beloved disciple, Kylo Ren.
The First Order's surplus resources are invested in intelligence.
The Sith Eternal has realized the next generation of the Empire. Quiet, low-cost, mobile, and efficient.
He wanted the resurrected Emperor to appreciate it.
The resurrected Emperor certainly praised Snoke, and made Snoke his creation.
What the Emperor praised most of all was how he was able to prepare an invasion operation under the surface without the New Republic noticing. It is astonishing that such a large-scale operation could be kept secret for so long.
The rejection of centralization is probably a major factor, as there is no unified command, making it unclear.
The First Order also skillfully uses the weapons industry, and contracts were made on the condition of secrecy. It's amazing - there's absolutely no way it could leak.
After the First Order invasion, the next phase, the Final Order, begins.
When Kylo Ren betrays Snoke, the Emperor becomes directly involved.
However, the Emperor's body will not last long.
