Thrawn took advantage of the collapse of the Imperial system
With the loss of the Emperor and Lord Vader, the Empire weakened rapidly.
Power was concentrated in the hands of one Emperor. There was no clear provision for the transfer of authority, so Governor Moff and others started a civil war and things got out of hand.
They were desperate to become an absolute second dictator, but the situation became chaotic.
It is very difficult to rebuild a system that has collapsed.
Then suddenly, Grand Admiral Thrawn, who was supposed to be dead, appeared.
He grasped the extremely complicated situation, but seemed surprised that the Emperor had really died.
