During the Clone Wars, Palpatine was protected by excessive guards by the Jedi. In extreme cases, there was no need for the Red Guard, which Palpatine created before the war. That's why the Red Guard doesn't appear in the Clone Wars cartoons very often. Wanting to get out of the protracted and bogged down war, they look to the Jedi for military command and political advice in order to achieve their national goal of absolute victory. The Jedi see centralization as the only way to solve the nation's problems, and urge a number of senators to empower Palpatine to do so. Most senators encourage centralization in order to bring the crisis to a head sooner. In exchange, they took bribes from the arms industry behind the scenes. They knew that the war would not end easily.
Through a number of temporary amendments to the constitution, Palpatine becomes commander-in-chief, with the Jedi Council under his supervision to rule the army directly. This is where Palpatine's position may be targeted. Palpatine himself had consulted with the Jedi about it. The Jedi will provide themselves with even stronger protection to ensure that Palpatine is kept alive. Rumor has it that the Red Guard was not needed. It was in the name of guarding the Jedi in their own way, but in reality, they were concerned that Sidious might be hiding in the Red Guard, which was close to Palpatine. The Jedi had some complicated friction with Supreme Commander Palpatine, who had the Council under his supervision, but Palpatine agreed to the suggestion that the Redguard was less necessary. He lobbies that the Sith Lord named Sidious, who is prolonging the war, should be eliminated if he is real.
The Council also sends its best masters from Coruscant to the field to flush out Sidious, because they believe that Sidious will act in fear of ending the war. They believe that Sidious will act out of fear of ending the war. He will also reduce Palpatine's personal security. He deliberately created the perfect opportunity for Sidious to kill Palpatine and expose him.
Finally, General Greebus is found and the war is nearing its end, but there is no sign of Sidious.
Just then, Anakin discovered that Sidious was Palpatine himself. This is the perfect opportunity for the Jedi to arrest the Chancellor as a war criminal.
There is no Red Guard.
This is turned around by Sidious, who accuses the Jedi of killing the Supreme Commander and attempting to overthrow the Republic. It was easy because there are few good masters. Shortly thereafter, Order 66 is issued.
After later declaring victory in the war and explaining the Jedi's plan to overthrow the Republic to the council, Palpatine decides to install more Red Guards in order to keep the centralized power of the Empire intact in the future. After the Jedi are gone, there will be no one else to rely on for protection.
Several rebels, both inside and outside the Empire, attempted to take over the position of Emperor, but were stopped by the Red Guard. Everyone is relieved that the centralization of the Empire is absolute. And for the Imperial soldiers, becoming a Red Guard is the ultimate goal.
However, the Emperor is secretly wary of being betrayed by the Red Guard. So he has his beloved apprentice, Lord Vader, investigate.
